Testing a potential One Point Oh tarball/zip

The tarball seems OK, but there needs to be an UPGRADING file
explaining what to do: e.g. deleting the old cache.

I've just upgraded Planet Python at http://planet.python.org/, and
losing the cache means that everything is viewed as 'new' and a random
selection of stories is displayed; the top story is now one dated 22
Nov 2004.  I expect this will sort itself out as new articles get
written, but is there a way to avoid this problem from the start?
